Microsoft have a web tool to help with fixing the permissions on a OneNote class notebook. This tool also fixes issues with new students being added to an existing class notebook via Microsoft Teams and not receiving their own personal section group:

1. Visit the Fix notebooks page on OneNote.com.
2. Select Fix Permissions beside the notebook you are having trouble with.
3. When you see Permissions Fixed, the default permissions will be restored.
4. Check with the effected users if the issue as gone away. They will need to allow sometime for changes to sync on their own OneNote's (allow 20-30mins after running the Fix tool).
